The Oregon Department of Environmental Quality has issued civil penalties totaling $78,292 to Johnson Rock Products, Inc. for placing a large amount of fill material near the banks of Coalbank Slough that destabilized and caused a massive landslide that partially blocked the slough. The landslide occurred on April 3, 2012 and has caused visibly turbid conditions in the slough and in an adjacent wetland.
