As noted previously, the CCAP receipted a $5,000 contribution last October from the International City/County Management Association (ICMA). Since the release of a report dated December 21, 2012 by the National Policy Consensus Center (NPCC), Hatfield School of Government at PSU there is evidence of direct ties between NPCC and ICMA.
Last year US Housing and Urban Development Agency provided a $500K grant to four institutions to collaborate on a HUD project.
The U.S. Department of Housing and Urban Development (HUD) today granted Portland State University (PSU) nearly $77,000 to collect and analyze data that will contribute to HUD’s centerpiece neighborhood revitalization program.
PSU was one of four institutions chosen for the project.The others were Washington State Department of Social and Health Services, University of California at Berkeley, and the International City/County Management Association.
The four research grants total $500,000. The money will be used to study the Choice Neighborhoods Program, which endeavors to transform distressed neighborhoods into sustainable, mixed-income neighborhoods with affordable housing, safe streets and good schools.
In addition, several alumni of the NPCC have or are affiliated with ICMA. Perhaps this explains the $5,000 ICMA contribution to the rat PAC(K) or more importantly, why Messerle invited them to come down and review the county.

Former commissioner Fred Messerle released the final recommendations from the NPCC’s report on Coos County’s government and administrative issues. Since “Measure 6-144 [the administrator ordinance advisory vote] failed by a large margin…” the NPCC said, “We are not recommending that the Board proceed with the hiring of a County Administrator,” and risk the ire of the public. “But we are recommending that you consider hiring a Chief Administrative Officer who would also be the Department Director of Administrative Services.
