One of the bullying tactics we see in use more and more is stochastic terrorism. Defined as the public demonization of a person or group and delivered to an audience in such a way as to make some violent response from someone statistically inevitable.

An armed man killed after attacking an FBI office in the wake of the federal raid on Donald Trump’s home is an example of a lone wolf actor. Motivated by Trump’s hyperbolic language that Mar-a-Lago was “under attack” or “under siege” by federal agents, Ricky Shiffer, posted on various social media that FBI agents should be killed “on sight.”

Radio talk show host, Rob Taylor, recently posted in some community Facebook forums accusing Sal Carothers, admin of a very popular Facebook group promoting the Bay Area and local events, accusing Carothers of being a “sex offender.”  The accusation stems from a single incident when Carothers was twelve years old. (Carothers addressed this directly on his FB page long ago.)

Since Taylor’s posts last Thursday, Carothers has been subjected to various forms of online harassment including a fake account encouraging him to commit suicide and another claiming he did commit suicide. Today, those threats escalated even more when an individual by the name of Ross Seat threatened to kidnap, torture and murder Carothers.

A particular feature of stochastic terrorism is plausible deniability on the part of people like Taylor. The language he uses provokes violence but not so directly as to implicate Taylor or get him into any trouble for something like menacing.

Taylor’s other actions, however, have not gone unnoticed by local law enforcement and the FBI. A video showing Taylor referring to then county health director, Dr Eric Gleason as “doctor death” and calling for hundreds of supporters to attend upcoming North Bend School District board meetings caused the FBI to alert NBPD to heightened security and ultimately forced the district to hold the meetings by Zoom.

Taylor has been implicated in events leading to the incursion on the Oregon Capitol, December 2020 and sympathizes with radical extremists like Joey Gibson and Proud Boys leader, Enrique Tarrio.

Carothers plans to report the threats to the Coos Bay Police Department first thing Monday morning. Meanwhile, he is taking extra precautions for his safety.
