During Wednesday’s weekly chamber luncheon, Messerle was asked a direct question about the solid waste department. “One of the things that has been happening out there is the Beaver Hill landfill and stuff and since that’s been shut down you have been having to export some materials out of here. How successful has that been? Is there going to be another cost associated with decommissioning the lines over there?”

Rather than answer the question, Messerle delivers another rambling, incoherent potpourri of his favorite word, “process” and favorite phrase, “move forward” glued together with his habit of doubling up on small words like, uh, to, not, and, the… etc. He does utter one full sentence and claims that “the bleeding has stopped” since they shut down the burners. The department did not generate enough revenue, says Messerle, to cover its operating expenses. He does not mention a potentially substantial and as yet unresolved amount of money due the department from Waste Connections. Nor does he mention that part of the monthly shortfall was not due to operating expenses but because of funds diverted to a closure fund not required by DEQ and for debt service to the contingency fund for the purchase of metal reclamation equipment. The latter is interesting because Messerle voted along with his fellow commissioners to burden the department with the debt.

Listen to Messesrle take almost two full minutes not to answer a question. After more than a year, he is still talking about process but has no answers. Messerle hasn’t been a total failure, however, he has managed to “move forward” from grass covered ash pits to this.
