You may find a copy of the proposed ordinance by clicking here According to the draft, five at large volunteer commissioners receiving a $1,000 per month stipend will become effective January, 2015. The appointment of an administrator will begin immediately upon adopting the ordinance. The administrator duties are described below.
1. Direct and coordinate the overall management of County government in accordance with policies set by the Board and applicable laws.
2. Provide for the proper administration of all ordinances, orders, and resolutions of the County and its service districts, all contracts and franchises entered into by the County and service districts, and provide for the enforcement of all policies, rules, procedures, orders, and regulations adopted by the Board.
3. Keep the Board informed of pertinent matters related to the administration and management of the County and its service districts.
4. In cooperation with the Budget Officer, if other than the County Administrator, prepare and submit to the Budget Committee a recommended annual budget and to the Board a recommended long range capital improvement and expenditure program, along with a financial plan for raising revenue, covering a period of not less than the five ensuing years, and administer the provisions of the budget as adopted by the Board.
5. In cooperation with the other elected County officials, with the exception of the members of the Board, prepare and submit to the Board an annual report on the finances and administrative activities of the County and its service districts for the preceding fiscal year, together with recommendations for the betterment of the public service.
6. After consultation with the Board, select, appoint, supervise, discipline, and dismiss all heads of departments, except elected County officials and County Counsel, in accordance with federal and state laws and guidelines, applicable contracts, and policies adopted by the Board.
7. Manage and administer the County and service districts personnel programs. Prepare and recommend to the Board employee compensation plans.
8. Coordinate the work of all departments, divisions, offices, districts, and agencies, both elective and appointive, and devise ways and means whereby efficiency and economy may be secured in the operation of all departments, divisions, offices, districts, and agencies.
9. Formulate and present to the Board plans for the implementation for goals adopted by the Board.
10. Administer the risk management program for the County and its service districts.
11. Direct the use, maintenance, and custody of all County and district property, buildings, works, and improvements according to any policies adopted by the Board.
12. Unless excused by the Board, attend meetings of the Board, participate in the discussions, and make recommendations for action by the Board.
13. Conduct such other activities and assignments as may be required by the Board.
14. Exercise such other authority as delegated in writing by the Board.

We’re paying him to change our system to one that will benefit his compadres and force the rest of us to live with it. Dear Reminder – you ask about Mr. Soper. You also ask to be enlightened. No can do the latter. Mr. Soper is your employee and he may provide info directly to you upon request. From Counselor Soper’s public acts while in Coos County, he appears to be a person who I would have welcomed to my staff and put on a “fast track”. He graduated from Northwestern School of Law May 2011 (more than 40 years after I studied Torts 101). He passed the Oregon Bar and was admitted October 2011. So, he has been one of them there practicing lawyer dudes for about nine months. This is probably his first lawyer dude job. The man appears to give 100% effort. But, needless to say, there is much he has never done. If appointed County Counsel, there is every reason to believe that he will need lots of high paid help from experienced outside legal and other counsel. If you choose not to read the proposed ordinance, please read the citizens comments.
Ricky it seems that is S.O.P. for some, when they want to scare voters into a certain direction. I seem to remember someone doing that here recently and they weren’t even in office or running for office. We were suppose to have a large prisoner release event in our future if we don’t hire an administrator. It wont be hard to guess who that was.
Have you ever noticed that when a goverment administrator has a budget crunch they always make cuts where it will hurt the voters most. then they go after a tax increase. Lane county prime example cut the sherriffs department and release prisinors then rearrest. If an administrator would do thier job they would spend the tax dollars wisely. So if they get thier proposal on the ballot please vote no

Dear Reminder – many people who have worked with Mr. Soper will tell you that the roles shoud have been reversed with Obone working for him. Also, that ordinance was not in haste. It’s cut and paste with a couple obvious errors. Read every word closely.
Its a little more clear why Cam got so rattled by the proposal to get a home rule charter on the Nov. ballot. It was going to be in direct competition with their plan to decapitate our current system that has three admins that are suppose to handle one third of the responsibilities of their job description for an admin. Plus ours are set up to rotate so everyone of them can learn and supposedly handle the others jobs when it may become necessary. If they don’t perform well, we get a chance to fire them and get somebody more competent or honest or whatever needs improving.
It works with the right people. This new system will work for the “right people”(SCDC).

Josh Soper, and Parry. I first thought Cam was just representing the tribe, because of his single-minded push for a timber deal for the tribe. But his sponsors must go further than this local tribe. This interim lawyer was placed there by these commissioners but where did they get him from and who was his last boss.
It doesn’t look like he was just second in line for the job behind Obon. Not with this piece of work coming out so quickly after hiring him.
It looks like he is a designated hitter that was brought or sent in for this job specifically.

The World reporter called me today after having been on vacation and will be reporting on the planning department fee reduction and campaign financing forthwith. I am looking forward to seeing it. As for the ordinance, I imagine he will catch up with that as well.

Who authored this ordinance? If the person who wrote this is made public then the bread crumbs will lead directly to who is behind the plan to hijack Coos County.
It was well written by a single individual. A group of them are trying to take credit for a piece penciled by one person. Notice they gave the plan a blank check concerning the admin position. They’ll get to that part after they get it started.
From what we’ve seen in the quality of plan writing abilities, it wasn’t any of the local yokels writing this, it was someone whose specialty is to crank out bullship policy.

You will get what you pay for and for $1,000 / month you will get unqualified or retired and bored. There is absolutely nothing that prevents, after one year, three of the five elected commissioners (a majority vote) returning the commissioners to full pay, and maybe more. Those who thought that there was conflict between Colby – elected to manage his office as he alone chose to do – and the county Board of Commissioners has not seen anything yet. Remember, contrary to Section 01.06.050 item 6 and elsewhere, Oregon law states that the offices of Sheriff, Surveyor, County Clerk, Assessor, Treasurer, are all elected and each elected official has the power to run the offices as they choose to do. This appointed administrator may have all the power stated but he will have no power when interfacing with those organizations. To whom do I send my many pages of comments?
If this is so great why doesn’t the current lot of Commissioners reduce their pay immediately to be in line with what they are foolish enough to think anyone worth their salt would be willing to do the job for?
No appointed Commissioners should be allowed to change the county to this degree without a vote of the people.
