What we learn is that emergency planning makes lots of assumptions regarding evacuations. For example, emergency plans assume that traffic flows normally and that all traffic lights are functioning. In the event of a nuclear emergency the number one likely cause is a loss of external power which would mean that traffic lights and a lot of other infrastructure necessary for emergencies are not functioning.

Inadequate emergency planning is not unique to nuclear power plants. The Gulf oil spill is a glaring example of failed emergency response and there is no reason to believe plans to handle an LNG pool fire in Coos Bay would be any better.
