The CEP (Community Enhancement Plan) and its various devices to reapportion taxes and privatize public funds still isn’t finalized but already a similar scheme is afoot. Some folks in Lakeside are hoping to place some sort of bond measure on the November ballot according to attendees of a recent meeting to discuss the algae problem. Tim Bishop wants the county to raise funds, possibly through some sort of bond or assessment, to attempt to eliminate toxic algae levels in the lakes and place said funds into a non-profit organization. Bishop even floated the idea of operating under the umbrella of the recently formed SCCF (South Coast Development Council). Lakeside could, of course, just create a special taxing district and manage those funds the old fashioned way but then the public might have too much to say about how their money is used.
Anyway, if the CEP is ever enacted look to see it used as a “precedent” for privatizing more and more of our public services and pillaging the public treasury.
