After an executive session to discuss records that are exempted from the public the commissioners are holding a work session in the commissioners courtroom beginning at 10AM to discuss “Office reorganizations, rules & policies, & transfer of funds for Parks Dept”. Department heads ought to be attending this meeting, (let’s hope), so this should be a good meeting for the public to attend.
Does the Sheriff still support it? You’d have to ask him. I’m sure he’s still opposed to an Administrator because he was very clear that he wasn’t going to report to anyone other than a Commissioner. Well, now he get’s to report to three.
The so-called Minority Report was an indefensible piece of dribble written to cover a certain Commissioner’s backside. It wasn’t defensible then and it’s even less defensible now. Best to let that one fade.

I see Al is, once again, speaking on behalf of the entire structure committee as if the minority report never existed
And one more benefit: since everything will be on the table, priorities will be set based upon all the department’s needs vs. what each Commissioner wants for their respective silos. Jockeying for a financial advantage for their respective silos will be a thing of the past. All in.
The Structure Committee’s position on County leadership has always been as follows: we’ve had some Commissioners who lack the most fundamental leadership and manage skills and/or the motivation to manage their departments. That is why we recommended an Administrator. But since we won’t be having an Administrator anytime soon, having the departments report to all three Commissioners is the next best thing. This structure will provide visibility to all departments to all Commissioners – as well as the public – and will eliminate back-room deals by single Commissioners, eliminate departmental intimidation by single Commissioners, and eliminate self-serving politics vs. doing what is right for the County by single Commissioners. Everything will be on the table now.
I see nothing but upside to this structure.
AL, and others who have managed organizations, public and private, know that It is difficult, often impossible, to serve two masters. To date, 20+ department heads have served one, the BOC. Now some departments may possibly serve three. Hopefully the Commissioners have been informed that the departments with elected leaders may not report to other departments. And, since ORS also clearly states that the elected leaders may run their operation as they decide, staying within agreed upon budget, they may not want other organizations reporting to them. The grieving labor unions may also be unhappy with more levels of leadership. All to make the life of Cribbins and Sweet more comfortable. The next couple months should be exciting.
