Representative Wayne Krieger has co-sponsored House Bill 3133 and House Joint Resolution 25 to empower law enforcement to stop motorists individually or by road block without cause. Presumably, these stops are to randomly check for sobriety regardless of whether the motorist has violated any traffic laws.
Law enforcement already find creative ways to stop motorists without cause, from claiming dim light bulbs on license plates to weaving on the road when you have driven straight as an arrow. This is just another infringement on public rights and is probably motivated by the insurance industry. According to an unofficial source, 50% of Oregonians are are unable to afford auto insurance and these stops will have good odds of nailing the uninsured. This bill will use law enforcement as a revenue source for the insurance industry rather than a public safety service.
What do you want to bet Krieger and his co-sponsors has been visited by lobbyists for the insurance industry lately? Oregonian’s need jobs rather than their rights stripped away. It is always interesting to see how small government proponents try and enact laws that will only make government bigger.
Shame on Krieger, et al, for this violation of civil liberties.

Steve I am so sorry for your condition and how it transpired, but this is not legislation to protect and serve, it is legislation to control and make money.
Stopping people at whim for any reason is unconstitutional and un-American.
Kreiger is also pro – take your property by immanent domain. Let’s face it if
we want change we have to remove the lawmakers who are taking us the wrong
direction for their own benefit. And hurting the rest of us in many ways.

Hank …. Verger is done and Whitty is dead. I don’t think that is an issue anymore. Having two of my best friends killed by drunk drivers and suffering from a permanent disability myself after being hit by a drunk driver on my motorcycle, i applaud any efforts to get the garbage off the streets.

Krieger lives too close to the California border. I have never understood the Krieger, Whitty, Verger love fest. What a waste of money in rural Oregn and that is most of Oregon. This is a change to the state constitution and as such will be voted on. It should be defeated. Any person stopped at a sobriety check point knows that saying hello strats the search for probable cause. As many have found, something as innocent as eating a bagel with poppy seeds can cause you time in jail.
He received some heat at the town hall meeting in Coquille yesterday for this bill. People are paying attention and don’t like it.

I still remember, Pirate, the old days when cops were around to help you, now they are primarily around to extract fines for punitive crimes like jaywalking, seat belts, etc… they never ask if they can help you anymore.
In a town I lived in one of the local attorneys advertised that he was “The one you turn to when the gang you are having trouble with wears blue.”
Seems this proposal wants to enhance the powers already held by the boys in blue so that they can just stop anyone without being bothered by that famous term: “probable cause”. As the author points out Law Enforcement may manufacture probable cause as necessary at the present time. These proposed unwarranted stops will mean that “probable cause” may now be defined as you are not locked inside your home.
If this becomes law, whenever you leave the sanctuary of your home you may become a law enforcement victim just because you are at hand. Doing “something wrong” to cause attention by law enforcement may become unnecessary. Just you being there may be sufficient.

Krieger is the typical two-faced politician. He loves to complain about the actions of State agencies while he sits in the Legislature. He is always quick to point out how State workers are at fault and are over-paid. Look at his background. A career working for the State. Retiring at a time when PERS was making it’s record pay-offs. Then taking office with all the perks while still receiving his retirement. Do as I say, not as I do? Maybe the issue at this point in time is trying to find a way to make State government more efficient and more attune to the needs of Oregonians, not adding more power to the State while making a target of the very residents the State is supposed to serve.
