Bryan Bender of the Boston Globe has exposed the almost seamless transition of retiring officers from the military to consultants to the defense industry.
In some years, the move from general staff to industry is a virtual clean sweep. Thirty-four out of 39 three- and four-star generals and admirals who retired in 2007 are now working in defense roles — nearly 90 percent.
And in many cases there is nothing subtle about what the generals have to sell — (General Gregory “Speedy’’) Martin’s firm is called The Four Star Group, for example. The revolving-door culture of Capitol Hill — where former lawmakers and staffers commonly market their insider knowledge to lobbying firms — is now pervasive at the senior rungs of the military leadership.
We can never forget how generals helped propagandize conditions on the ground in Iraq. David Barstow reported in 2008 to generals acting as military analysts for the news media while at the same time having interests in the defense industry.
Those business relationships are hardly ever disclosed to the viewers, and sometimes not even to the networks themselves. But collectively, the men on the plane and several dozen other military analysts represent more than 150 military contractors either as lobbyists, senior executives, board members or consultants. The companies include defense heavyweights, but also scores of smaller companies, all part of a vast assemblage of contractors scrambling for hundreds of billions in military business generated by the administration’s war on terror. It is a furious competition, one in which inside information and easy access to senior officials are highly prized.
