As posted previously, during the recent IBO Luncheon recall debate, Kevin Stufflebean accused Commissioner Bob Main of colluding with the laid off road workers. In response to a question asking why the Board ignored Main’s motions to reconsider the layoffs Stufflebean said
We actually did consider that but the problem we ran into was that it was obvious that Commissioner Main had already met with uh, members of the road department and made promises to them he couldn’t meet. Our job was to move forward with the process that was best for the taxpayers and not looking at hidden agendas like so many individuals have.
Main responsed to my inquiry this morning.
In my opinion, supposed actions by someone else is never a reason for a competent administrator’s business decision. Diverting attention from his actions is a common tactic to avoid responsibility.
Again, not to belabor the point, when did the ‘we’ in Kevin’s statement meet and reach this conclusion? Whenever it was it was outside of a formal board session and not before the public. Did Nikki and Kevin form a quorum in a hallway somewhere and reach this conclusion, or is Kevin simply lying? Inquiring minds want to know!
Open letter to the Board of Commissioners Coos County. BOC. This is your report card for the first quarter of 2009. I have been attending the BOC meeting sense mid February 09 to April 15, 2009. This is my observation. Transparency and public involvement seem to be paramount issues of the public.
Channel 14 filming of the BOC has increased. The Meeting of the April 15 concerning the Assessor/tax department computer upgrade was a wash. The power point presentation on the screen did not show on TV Filming. So there is only the verbal record, no hand outs of the chart showing cost was available to the handful or less of public participators. Worksession of the BOC is where the seed of policy, action, and expenditures are born, be there or be square.
The only items that seem to maintain any consistency are. To the public $.50 per page for a copy. File a Public Record Request, if you want information about records. Kevin Stufflebean will be present 2/3 of the time for the full BOC meeting. There will be 2 against one BOC vote on important issues. Nikki will again probably say, good thing we started cutting the budget two years or we would not be in as good of shape as we are now. Human Resources office is often secure.
Nikki Whitti will be consistent to vote to spend money already budget in the assessors department, for new hire of replacement appraiser, when there could have been a $6,000 saving. But will vote to cut jobs in the Road Department when money is already budgeted there for those jobs. There will be late agenda items not publish. Items will be brought before the board without complete information or an urgent time frame, they tend approve the expense with out waiting for more information. I would say that is 50/50.
Public comment is the one item that is always cut to include something else. Like leaving on time for the Rotary lunch. To be at the Mill for the IBO lunch. Time is scares because the Commissioners have many responsibilities outside the BOC duties as officers and members of organization in the County that they attend on the County Dime.
If you attend a budget worksession under way now, the less than a handful of the public there can have a copy of the budget sheet under proposal for $.50.
Kevin and Nikki rely on County Counsel for advice, five percent of the time may ask the reasons behind the advice in public, and act without further resolve.
Kevin and Nikki tend to go along with request of department personnel at the BOC, Bob, says I want more information. Example. Chromite mining. Road department equipment purchase, Assessor/Tax department computer upgrade. Lay off of road department employes. Automobile purchase for Health Department. Hire of inspector for Health department. Physically reorganization of Assessors office.
Overall rating for this quarter, “C†minus.
