According to Jody McCaffree attending today’s regular board meeting, the commissioners discussed getting the advice of mineral rights experts before completing deal with ORC.
There is a meeting schedule with ORC for 10AM Tuesday although it is not yet posted on the County website. In today’s followup worksheet public participation may be limited to exclude land use issues.
Clarification was given to the audience about the upcoming ORC worksession; this is not going to be a land use
hearing, so those issues can not be discussed, and the meeting will be held in the Owen Building.

Nikki Whitty wants “League of Woman Voters†style procedure for asking questions at the ORC worksession, in the Owen Building on 2/24/2009, 10 Am What is that? All questions in writing. All questions will be reviewed by County Council. All questions dealing with “land use hearing†will not pass the screener and be asked.
Nikki wants tight controls on the meeting. Problem. If the question is not read, that can not be asked, then a picture of what and how the county has been dealing with ORS mining negations thus far remain secret.
It is difficult to separate out what is, and is not a land issue. Even though council will have little problem with that distinction, the citizens seeking information will consistently be blind sided by “that is a land issue†the commissioner’s can’t talked about that.
It would appear on the surface, yup, there is a land use word, “surfaceâ€, that any issue could be construe to be “land use issue†simply because any mining, in this case, is being done on the land.
